PAC operates at the intersection of public sector vision and private sector delivery, working hand-in-hand with governments, development finance institutions (DFIs), and global private investors to originate, structure, and manage projects from inception through financial close, execution, and long-term operation.

Our Role

Pan Africa Capital (PAC) is not a broker or intermediary. We are a local operating partner, serving as the official project development and execution entity for international EPCs, OEMs, and institutional investors seeking to implement infrastructure projects across Africa.

Our mandate is clear: to bridge sovereign infrastructure priorities with international technical delivery and project financing capability.

Strategic Identification

We work closely with national and municipal governments to identify and prioritize infrastructure needs in alignment with public sector goals, national development plans, and industrialization strategies.

Project Structuring & Financing

PAC leads the structuring of Public-Private Partnerships (PPPs), Power Purchase Agreements (PPAs), and EPC+F models. We coordinate with DFIs, multilateral banks, and Export Credit Agencies to secure financing.

Technical Feasibility & Compliance

We coordinate technical feasibility studies, environmental assessments, and legal frameworks required for large-scale infrastructure deployment to international standards.

Local Project Management

During implementation, PAC oversees construction, monitors delivery timelines, manages risk on the ground, and ensures effective communication between all stakeholders.

Long-Term Operations

We support long-term operational readiness, maintenance structures, and local capacity-building to ensure projects remain functional and impactful.
